DIRECTOR OF PROGRAM MANAGEMENT

The Director of Program Management Services is an integral role within senior leadership. Candidates need to possess strong business development and client relationship skills which are key to this position. Overall responsibility of the existing portfolio of projects and staff along with building the OPM and Construction Services practices in Massachusetts and Rhode Island.

RESPONSIBILITIES:

Business development:

Develop a comprehensive approach to market services including planning and execution of new business development activities
Proposal writing and interviewing
Maintain positive relationships with clients
Attend networking events and pre-proposal meetings
Be active in industry professional associations and actively participate on committees and Boards
Represent the firm at trade shows, preproposal meetings, and client presentations
Prepare an annual business plan

Manage an overall portfolio of projects and project delivery (cost, schedule, quality, contracts) on multiple project assignments:

Engage and communicate with project stakeholders throughout the entire project
Manage project development from conception through completion in accordance with program objectives
Manage budgets, schedules, scope development, design and construction contracts, documents, and controls for assigned projects
Develop and evaluate RFPs and contracts
Ensure quality of work product is fully compliant and of the highest quality
Resolves complex construction-related issues, disputes, and disagreements
Manage internal and external project teams of architects, consulting engineers, contractors, and vendors
Build technical capabilities within the team

QUALIFICATIONS:
Bachelor of Science in an Engineering discipline, Construction Management, or Architecture required
Certified Construction Manager (CCM), Professional Engineer (PE) or Architect license/certification preferred
12-20+ years of experience as a Project Manager in an Engineering or Construction organization
Experience with MGL Chapter 149 and 149(a)
State agency experience
Working knowledge of pre-design and pre-construction, building systems/components and technology, contract management, project delivery methods
Experience in project pursuits, proposal writing, interviews, and negotiations
Experience with team building and client relationship building
Ability to manage project contracts and change orders
Ability to multitask and work in a fast pace environment as well as work independently or as part of a team
Highly motivated and energetic

Construction Inspector

Construction Inspector

The Construction Inspector will oversee and inspect construction work to assure the Contractor’s compliance with the specifications, contract documents, and construction management requirements.

Projects are expected to include inspection of sidewalk and pedestrian ramp reconstruction, roadway reconstruction (including drainage, curbing, sidewalks, street lighting, etc.), and roadway resurfacing.

Construction Inspector duties and responsibilities may include but are not limited to:

• Keep a diary or logbook including information including recording work progress, measuring quantities
• Properly observe construction activity
• Provide written daily reports on inspection duties.
• Inspect visually and accept/reject materials, equipment, and supplies. Report whenever any work is observed to be unsatisfactory, faulty, or defective, or is not in substantial conformance with the Contract Documents, or has been damaged, or does not meet the requirements of any inspections, tests, or approvals required to be made.
• Perform other observation duties and follow procedures as directed by the Resident Engineer.

Project Meetings:

• Attend project meetings as required in consultation with the Project Engineer.

Contract Documents:

• Transmit to Contractor clarification and interpretation of the Contract Documents as issued by Project Engineer.
• Assist in the filing and tracking of Contractor transmittals and submittals as directed by the Project Engineer.
• Assist in preparing change orders, extra work orders, and other Contract Modifications

Project Reports:

• Assist the Project Engineer in collecting and preparing information for reports of the work progress and of the Contractor’s compliance with the progress schedule and schedule of shop drawing submissions.

Qualifications:

• Bachelor’s degree in Engineering or Construction related field
• OSHA 10 certification
• 4-8 years of experience in the construction or engineering field
• Experience with general construction inspection policies, procedures and administrative requirements (Rail experience preferred)
• Working knowledge and experience with interpreting contract documents, including compliance with prevailing safety regulations; excellent public relation and communication skills are a must
• Ability to prepare and maintain field records and record-keeping methods
• Experience with Microsoft Word, Excel, PowerPoint, and Outlook in laptop / tablet environment
• Ability to work well with contractors, engineers, municipality, and residents
• Valid Driver’s License

Office Engineer

We are seeking to fill a position of Document Control Specialist or Office Engineer to support a major heavy civil infrastructure project, with a project office located in Chelsea, MA.

Responsibilites of the Specialist or Engineer include overall management of project documents, maintaining records, tracking action items, and assisting project staff (consultants and client personnel) in preparing progress reports, meeting minutes, presentations and other project related documents as well as supporting the project with overall quality control with respect to established document formatting and style guidelines.  This is a full-time role and this person will generally be assigned to the project office with occasional need to work from other local offices.

Qualifications and Minimum Requirements

  • Available to work full-time, Monday through Friday
  • Bachelor or Associates Degree in related field such as construction or program management, or engineering management.
  • 3-6 years of related experience working as part of a project team on a large heavy civil infrastructure design and/or construction project
  • Proficient in using and managing MS SharePoint
  • Proficient in MS Office and MS Teams required including proper use of MS Word for formatted and final, polished documents and use of spreadsheets for tracking data and computations.
  • Exceptional quality and proof-reading skills
  • Excellent verbal and written communication skills required
  • Exceptional ability to stay organized and handle multiple action items accordingly required

Additional Beneficial Qualifications

  • Working knowledge of Primavera P6 or similar software preferred.
  • SharePoint experience in creating and administering workflows and lists in MS SharePoint

OFFICE ENGINEER

The Office Engineer will work closely with the Resident Engineer and  provide technical and administrative support to the project team. The Office Engineer ‘s duties and responsibilities may include but are not limited to:

Assist the Resident Engineer with daily field operations

  • Field site inspections and documentation of construction activities
  • Coordination with municipal client and contractors
  • Recognize construction or engineering issues and communicate with Resident Engineer to resolve them effectively

Project Document Coordination

  • Establish and maintain project record files and correspondence
  • Assist with progress meeting agendas preparation and record minutes
  • Review Inspector Reports for accuracy and completeness
  • Prepare and maintain project records including weekly and monthly project status reports
  • Track project schedules and budgets as directed

Project Contracts

  • Track and maintain all project plans and drawings
  • Assist with coordination of change orders, RFI’s, submittals, and business communication
  • Assist with contract claims and negotiations
  • Review and process contractor’s submittal of shop and working drawings

Qualifications:

B.S. in Civil Engineering or Construction; OSHA 10 Certification

5+ years experience in the engineering and construction industry.

Knowledge of construction management software a plus.
