Owner’s Project Management

Northeastern University On-Call Owner’s Project Management Services, Boston, Burlington and Nahant, MA, San Francisco, CA and Seattle, WA

What began as a short-term on-call assignment to help Northeastern complete a number of small construction projects, many of which were deferred maintenance-related, has grown into a much longer commitment involving larger more complicated projects. City Point Partners’ project managers have helped Northeastern oversee a number of projects including laboratory renovations, campus infrastructure projects and classroom renovations. While much of the work has been based on Northeastern’ s Boston campus some projects are located on campuses in Burlington and Nahant, MA as well as at their satellite campuses in San Francisco, CA and Seattle, WA.

Pioneer Valley Transit Authority (PVTA), New Bus Operations and Maintenance Facility, Springfield, MA

The greater Springfield area is experiencing terrific growth with planned improvements to transportation infrastructure as well as new developments such as the casino being built by MGM. In order to keep pace with the anticipated increase in demand for transit services that these developments will bring, the PVTA has planned for a new facility to improve the efficiency of their bus operations and bus maintenance. City Point Partners was hired to manage the construction of the new, $70M, 280,000 sf facility. The building will be constructed on a vacant 18-acre site in Springfield to better service, maintain and store the PVTA’s fixed-route buses. The construction was procured under Ch.149A, CM@Risk.

MassDOT Central Research and Materials Laboratory, Hopkinton, MA

MassDOT’s original materials testing laboratory was located in South Boston. The facility served MassDOT well over time but it became apparent that in order to keep pace with the research and planning needs of MassDOT, that significant building upgrades needed to take place. Rather than renovate the South Boston location, it was determined that centrally locating a new laboratory in Hopkinton would better serve the Commonwealth. City Point Partners was brought on to manage the construction of the new 2-story, 49,000 sf laboratory. The project is seeking LEED Silver Certification and constructed using the CM@Risk delivery method.

Rising Tide Charter Public School, Plymouth, MA

The Rising Tide Charter Public School (RTCPS) currently accommodates their students in two separate buildings; one building for their middle school and the other for their high school. The RTCPS’ desire to accommodate all students in one central location is at the heart of their need to acquire a facility large enough for their entire operation. A relatively new office building in proximity to the school was identified and can house all students in Grades 5-12 starting in the Fall of 2016. City Point Partners is managing this project for the RTCPS overseeing all of the building upgrades and renovations required to convert an office building into a new school facility that is technologically current, consistent with the school’s over-arching mission and accessible and safe for all RTCPS students.

Project Controls

Connect Historic Boston

Connect Historic Boston (CHB) is a complex project involving multiple design firms and miles of city streets. The CHB project will reconstruct four historic areas of Boston as shared or Complete Streets to improve access between transit and National Park Service sites. A 2013 TIGER Grant recipient, the CHB project will provide improved alternative transportation access and will include a Boston Bike Trail around downtown Boston. City Point Partners is implementing a Project Controls Plan for the entire CHB construction project tracking cost estimates against actual financial commitment and expenditures. We are also performing detailed budget analyses for the project reconciling cost variances and developing a conceptual cash flow based on approved budget.

MassDOT I90 All Electronic Tolling Conversion

The Massachusetts Department of Transportation (MassDOT) is changing its toll plazas on the Massachusetts Turnpike (I-90) to an All Electronic Tolling System (AETS) to eliminate delays associated with tolling; improve the efficiency of tolling maintenance and operations; and generally improve safety at the toll plazas. City Point Partners is performing the cost estimating and scheduling for the demolition and realignment of all 21 toll plaza locations on I-90. This very complex project will involve four districts of MassDOT, and engage four separate contractors to complete construction.

Construction Services

Massport Central Baggage Inspection System, Logan Airport Terminal C

This $100M upgrade project to the baggage screening system at Logan International Airport improved the general efficiency of the system by re-optimizing the baggage screening areas in seven separate locations in the airport. City Point Partners provided construction support services including resident inspection, field/office engineering assistance, managing daily construction reports and work advisories, preparing construction work/logistics plans and coordinating with MEP subcontractors utilizing Building Information Modeling technologies such as BIM 360 Glue.

Massport Door Replacement and Security Upgrades Project, Logan Airport Terminal C

As part of the larger plan for upgrades at Logan Airport’s Terminal C, Massport is replacing all of the doors at this terminal and relocating various MEP and security systems associated with the door replacements. City Point Partners is serving as the resident engineer on this project preparing and publishing work/construction logistics plans. Because the terminal is remaining in operation throughout this project, there can be no interruption of airport service during construction. Therefore, this project must strictly adhere to its project schedule and remain sensitive to all of Massport’s constituents paying particular attention to the unique security concerns of a large commercial airport.

MBTA Multiple Projects, Document Management/Document Control

City Point Partners is overseeing the document management services provided to the MBTA on a number of large ongoing projects including the Fitchburg Commuter Rail Improvement Project, the Red Line/Orange Line Infrastructure Improvements, the South Coast Rail project and the Green Line Extension. Our Document Management team has excellent experience implementing document management software systems, leading and training project staff on their use, and developing quality control/quality assurance procedures. Our team understands that document management is an extremely valuable function of any project, and that the proper management of all documents is vital to a project’s effective operation.

Massachusetts Gaming Commission Advisory Services, Casino Application Evaluations, Construction Oversight

In 2011, the Commonwealth of Massachusetts established the Massachusetts Gaming Commission (MGC), a public entity empowered with creating a process for awarding three casino licenses, one slot parlor gaming license, and to oversee their operations. City Point Partners is assisting the MGC by working with two review committees, each headed by a Gaming Commissioner—Building & Site Design, and Mitigation. Our role is to review the information provided by the applicants in each area and then to provide the MGC with a factual analysis. We perform a detailed review of proposed construction schedules, construction oversight, cost estimates, sustainability features and traffic impacts. We have reviewed tens of thousands of pages of data provided in the applications and Environmental Impact Reports. Our analysis informs the Commissioners’ decisions on the license award in each area.

Public Outreach

MBTA Red Line/Orange Line Infrastructure Improvements

The Red Line/Orange Line Infrastructure Improvements Program is a $489M initiative started by the MBTA to improve the performance and overall reliability of both Red and Orange Line service. The improvements will support a new and enlarged fleet of Orange Line vehicles and a partial replacement of the Red Line vehicle fleet. City Point Partners is facilitating public, regulatory and elected official coordination and project reporting in support of these extensive infrastructure improvements. We are developing public information programs with website support, both phone and email ‘hot lines’ and communications with constituents via social media outlets.

MBTA Fitchburg Commuter Rail Improvement Project

The MBTA is improving the Fitchburg Commuter Rail Line in order to increase the quality of service for the approximately 10,000 daily commuters who travel in this 50-mile long corridor from Fitchburg to Boston. City Point Partners has been serving as the municipal liaison to 27 impacted communities along the Fitchburg line including boards of selectmen and departments of public works. We have been providing public safety training to municipalities and first responders as well issuing construction and service advisories, detour information and legislative briefings and press releases.
